Ball head for a mini tripod stand?

Is there a ball head on the market that will fit straight onto a stand like this?

No. But they do make a spigot clamp to 3/8 adaptor.

Ha! I guess I should have asked what the use was...
I went straight to a camera ballhead and not a speedlight/umbrella. But be aware that those won't hold much weight/resist much wind, and the flash is way off center.
