Bears in the Wild

I'm looking into options to view/photograph bears in the wild and would appreciate input from anyone with experience.

Finland looks decent and seems a fair price.

Canada looks amazing however my lotto ticket hasnt come up yet so may be too costly.

The part of Ontario I'm currently living in has a healthy Black Bear population but you're still not guaranteed seeing them let alone photographing them. Most of my sightings are of them crossing roads when driving.

If you want to see Grizzly Bears in Canada you need to be in the Rockies.
