Beginner camera on a budget

Hello guys

So I decided since a month I want to get 'back' to photography
And for a budget of 400 bucks I was looking for a camera to restart. With standard lens to begin and I was hesitating between a Nikon d3500 and a panasonic lumix g7 (for the 4k video) and as of the picture quality with the same lens wich one would have a better picture quality or wich one would you recommend.
Ps:can the lumix g7 also be good for portraits?

They don't take the same lenses, and either would be OK for portraits with a suitable lens.
The G7, as some will be eager to point out, suffered from "shutter shock", but for most people it was very rarely noticeable. I have one and never seen evidence of it.
 
Luxembourg is potentially worth a look with their low VAT...

Mirgain (? - something like that), Lecuit & Kamera Express are the 3 I can remember (but that info is 5+ years old)
