Can I ask why you are doing this, does the Sky router not have WiFi ?

I would have thought that it would make more sense to run cat5/cat5e from the router to the upstairs PC than run the router off an extension, as I would think that adding anything to the BT cabling could possibly give a lower sync speed, wheras anything AFTER the router cannot affect this.

if not then it just sounds like a plain slow internet connection, there wont be much you can do about that other than move closer to your local telephone exchange, or switch to BT's fibre internet if its in your area (be aware they throttle BADLY).
