Budget mid-range Canon lens - 28-105mm USM vs 28-135mm IS USM?

Hi all. I'm looking to get a cheap all round lens for my 7D. I have been looking at lots of auctions for the lenses mentioned in the thread title. The 28-105mm seems to be going for around £100 and the 28-135mm at around £140-170.

Is the IS version worth the extra money? Obviously it is slightly longer which is also an advantage but I'm after image quality rather than that little bit of extra reach.

I couldn't wait so went for the 28-135. Got it for £160, hope it is OK if / when it arrives
