Try using one of the website maker sites. I made a website using Moonfruit as I don't know how to make a website from scratch. Good Luck can't wait to see it!!!

Do you have a domain name and hosting? if so then you can obtain a free template although is worth doctoring as many other people will also have the same template but doctor it to your hearts content and make it yours they are a good clean base.
although this route will require either html/dynamic code knowledge or a wysiwyg editor such as dreamweaver, ms expresion web or a very good free one NVU editor.

I can truly reccommend a site called 'Weebly'. I used them to build my site and was very impressed with the usability of the site. It's also free to build and operate the site (unless you wanted to upgrade to their 'pro' package which gives you things like password protected pages and the option to remove the 'weebly' name from the bottom of the page).
For domian name, I used a site www.easily.co.uk and if I remember correctly, paid around £10 for 2 years to register my domain name.

if you actually want to learn how to make a website you really need to start with notepad and get your hands dirty with some html
its not actually that hard to get a basic site together if you have good basic computer skills
if you want something more feature-rich, I'd recommend finding a host who does something like a pre-installed wordpress site, or install it yourself if your feeling brave - its not that hard (only takes about 30 min)

Another vote for Photoshelter here if you want a professional photography website.
If it is more of a learning project Wordpress is good if you want to get a site up quite quickly, but for pure learning there is no substitute for getting a book on HTML/CSS and writing some code in notepad, you don't even need to worry about hosting etc until your site is finished.
Also there is a really good sticky at the top of this forum
