Hi relatively new here and can some one please tell me what a Nikon TC-17E II Teleconverter is and what it does

It acts to increase the focal length of the lens attached to it by 1.7x. Similarly, the TC-14 and TC-20 are 1.4x and 2x respectively.

In other words, with the TC-17 in place, a 300mm lens will become a 510mm lens, with 1.5 stops of light lost in the process.
