can you get a 2x converter for EF-S?

You would have to get a 3rd party one such as Kenko, i dont think there are to many ef-s lenses that would take a converter that well without losing image quality.
 
I would imagine a Kenko would fit, but you would be looking at your 55-250 becoming an f/8 - f/11 i think so would be manual focus only. The image quality would get hammered as well, the Canon 2x pretty much hammers the 70-200 2.8 in IQ (i know as ive tried).

If you could be borrow one give it a try but i doubt you'll like the results, what were you planning on shooting with it?

I'm pretty certain that it won't fit. I tried a Kenko 1.4x on my 85L but took some very careful measurements (with a vernier caliper) first. The 85L's rear element is flush with the EF mount and ends up around 0.5mm from the Kenko's element holder. The protruding rear element mounting of EF-S lenses will surely extend too far into the T/C.

I've got a Kenko MC7 2x and it won't work with the EF-S lenses.
