Yes
I know that this has a focus limiter but I cannot find information about it on line - what does it divide into and does it make focus work better.
Has anyone tried this and the L lens and found any difference in focusing?

I just recently "upgraded" to the "L" from the usm.
I find the L focuses faster and is much better generally.

As for your 1st question, that's too technical for me :D

Have you tried asking canon? I needed some help with my 55-250 and found them on a google search canon live chat i think its called, theyre pretty helpful there

Thanks I have found it out, it is You can set the focusing distance range to 0.31 m/1.0 ft. to infinity or 0.48 m/1.6 ft. to infinity.

Did you do any testing to be sure of this, or is it just your feeling? Like for example taking 100 photos with both and see the percentage of keepers?

I had the 100 usm for a good 5 years and used it 99% on Macro insects.
It didn't take a lot of working out once I had swapped. It was blatantly obvious (y)
