On a 40D, that would be 27-64mm which would be a useful range. However, it depends on available light. F4 would be too slow for churches, first dance etc.

I used my 17-40L for my sisters wedding photography and got some lovely shots with it. Yes is doesnt quite have the fast F2.8 of other lenses but I have a very steady hand !!
I used it as a walkabout lens outside and also for the in church shots and group shots.. The only other lens I used was a 28-105 zoom and my 100-400 for a couple of long distance shots to isolate individual people outside.

17-40L is an EF lens for full frame cameras. You are paying a lot for full frame coverage that you cannot use on a crop format camera.
The obvious choice is the EF-S 17-55 2.8 IS, which has more range, f/2.8, and IS. It is also probably sharper. Superb lens.
Other similar choices for less money can be had from Sigma and Tamron. New Tamron with VC (Tamron's image stabilisation) is getting a few good mentions.

I was happy with my 17-40 on my 40D then I bought a 5D and my eyes were opened to what I had been missing. Now it lives on my 5D
If, like me, you haven't experienced the EF-S lenses I'd strongly urge you to go try them.

My reading of the post runs something like this. The 17-40 on a crop camera behaves much like a regular kit lens, but when you fit it to a full frame camera it blossoms into the spectacular super-wide that it is. No contradiction there.

What about the tamron 17-50 f/2.8 Faster and about £150-200 cheaper. The build quality isn't a good as the L though.

I didn't quite say "no benefit"
The 17-40 is designed as a super-wide for full frame. That is its main purpose. If you fit it to a crop format camera, it loses all its super-wideness and has a similar range to the kit lens (a bit shorter though, and without IS).
Sure, it will be sharper (possibly not the night and day difference you might expect) and if that's all you want then fine. Plus L build quality of course. When you weigh all the pros and cons, it doesn't seem like a huge upside for the price.
On the other hand, EF-S 17-55 2.8 IS is longer, sharper, has IS, and does f/2.8. That is worth paying for IMHO. That's why Canon made it, specifically for crop format cameras.

The EF-S 17-55mm f/2.8 IS is a million miles away from being a 'kit' lens!
