Canon 18-55 none is vs is

Currently have the money is version of this lens and the focal length is great but I keep getting blurry images due to my hand shake. I do use a tripod for certain situations. Just wondering if the is version is better?
 
Same optics, just one has IS and one doesnt. I'm sure canon claim something crazy like 3 stops worth of IS, in reality it'l gain you between 1-2 stops.
 
Think the best I can get is 1/20 handheld at 35mm then it becomes a blur fest without a tripod. If it's windy then no chance. I have the 55-250 Canon with is and its brilliant.

Best to buy new or used?
