I have no idea about flashes on slr's.

How can I use this off-camera?

Will the pop up flash not trigger it like on my 600D or does the 450D not have that option

You need 600Ex or 580ex master, or Yongnuo 620 triggers to do the job. I'd get a couple more flashes though. One is very limiting. 5-6 is apprently the goldspot.

I cannot afford more than one flash. One is enough for what I want to use one for.

One option is to buy an off camera cord. One end plugs into the hotshot and one to the flash allowing you to hold at arms length or place on another surface nearby if using a tripod.
 
Pop-up on 450D won't do it.

Short answer: for full manual operation, a set of Yongnuo RF603ii triggers. Cheap - Amazon/ebay. For full auto-TTL operation, Yongnuo 622c receiver and 622-Tx transmitter controller. Excellent value - Amazon/ebay.

I noticed the flash was on here for sale. Been thinking about buying one. But since I would need to spend more money, I don't think I'll bother. I was made redundant in Dec '13 and still haven't found a new job, so I'll have to put it on hold for the time being.
 
The Canon 90EX flash unit that comes with the EOS M kit, acts as a remote trigger for the 430EX II..
 
I got 2 youngnuo 602 triggers you can have for a few quid if you want, they worked with my 450D and 430exII perfectly, won't do ettl though
