Yes. The af points don't illuminate until they've focused. In very low light, you can't see the black af point in the viewfinder, so you don't know exactly where you're focusing until it illuminates and flashes red telling you it's focused.....
I just sort of push the multiway controller in twice, once to swap it back to the centre and then to pop it back to where it was, obviously it lights up. Think it's an option to return the af point to the centre.
You could push the AF select button. This lights them all up so you can at least see where they are.
Not ideal though and to answer the OP, no Canon haven't changed anything.
