The IS II will undoubtedly be the newest with the best image stabilization - whether IS is worth having at 18-55mm is another matter entirely.
Optically all of the 3.5-5.6 should be pretty close. The 4-5.6 loses you ⅓-¼ stop
Since you can turn the IS off, I'd go for them in this order:
STM 1:3.5-5.6
IS II 1:3.5-5.6
IS 1:3.5-5.6
STM 1:4-5.6

If I used one, I always used the 1:4-5.6 as it was lighter and the filter ring does not rotate, but I nearly always used a 18-135 or 18-200
I changed from Canon to M 43 at the end of last year, and I have given away and sold nearly all my Canon gear. I have a 650D, a 550 and a 450D and a couple of other old ones left.
I kept the 650D, 10-18 lens, 55-250 IS lens and a 70-300 Tamron IS lens only because my daughter and 11 year old son, and another daughter and grand daughter in SA have Canons I sent them.
The reason then for me asking is not because I want to use on, but I want to send what is considered the best to SA, they are worth so little here they are not worth the effort of selling.

I would be interested in taking one off your hands - I regret selling mine, now that I have a Canon body and no lens to use on it.
