The EU legislation regarding equality came into force in 2012 and as KitsuneAndy says the insurers took into account other factors so what might appear to be a differential because of the sex of the applicant in reality isn't. Whilst this article is dated 2017..so 5 years after the introduction of the law it looks closely at why women pay less. It actually mentions scaffolders which JonathanRyan highlighted. I see the Guardian got it's figures from confused.com which was my original link.
