Changing Aperture on Canon 500D

When using the supplied Kit Lens with my 500D I cannot make the apaerture any faster than f5.0 when in manual (M) mode or Av mode. I am pressing the Av button and moving the little scroll dial - it goes up but won't go down, even though it is supposed to go to f/3.5.

F/3.5 is only available at 18mm on the kit lenses. Any longer then that and the aperture gets slower.
 
To explain a little more.... where the lens says 3.5-5.6, this is quoting the maximum apertures across the range of the zoom, the lens, (as with all zoom lenses of the non fixed maximum aperture variety) Will give you a smaller aperture (but confusingly bigger number) the further you zoom out.

The 18-55, has a max aperture of f/3.5 at 18mm, but only f/5.6 at 55mm
