Cleaning dust inside a lens?

If the rear element needs cleaning then why not?

I'd use a rocket blower first though and only if that didn't work then a pec pad or similar. To be fair he was emphasising the need for extreme care all the way through.
 
If it's inside like you say and you really can't live with it being there, then pop it in to an authorised service center. On the other hand, if it's not having any effect on your images, then don't worry about it and leave well alone. I used to work in an optical lab repairing lenses etc and trust me, you need to have a lot of dust in there before things start getting ugly.

What you need most is a bit of confidence, then it's just 15 minutes with a screwdriver. All I would say is, mark the screws and the locating ring to be sure you put them all back in exactly the same place. The ring rotates to custom align eveything in manufacture.

Or send it back to Canon and pay £100 ;)

TBH, I think the lens is (poorly) designed this way so that dust collects behind the front element group - which comes out as one sealed unit - in order to make cleaning easy. The air has got to go somewhere.

My Tamron 17-50 would regularly get dust inside it. I would hold the flexible tube from the hoover onto the rear mount and work the zoom backwards and forwards while the hoover was running and that would always clear the dust.

While you are at it hoover out you camera bag, they are a great source of dust.
