I have the cokin filter system where the filter slides onto the front. I have the 0.9 ND grade filter and find that this still does not let me stop down enough to get slow shutter speeds in the day. As there seems to be more slots for more filters on the adapter can I just add some more ND filters ?
 
So you can have 3 in total if you like or is there a loss in quality when shooting through ND filters.

That all depends on the quality of the filter, if you have good ones it will be fine if you have cheapo's then you may get some degredation.
 
Indeed. You can get 1.2 grads as well, for a stronger effect. For reducing shutter speeds during the day, it may be that you can add a non-graduated ND filter too: 3-4 stops of grad is often sufficient to balance sky and foreground okay, and then an ND2 or 4 to bring down the overall exposure. Are you shooting running water?
 
yes marky its for shooting water, just seems I cant bring the sky into the picture as its coming out over exposed.
