Looks under exposed, exif says, shutter 107?..........................107 what? seconds, minutes, hours?
 
Firstly its very blue. a common WB issue with LEE big stoppers.

i dont think anything is blown out and the banding is just where theres lighter cloud in the sky

i have done a very quick edit before i go out to show you LR settings

I, too, don't see anything blown.
Sky banding is merely light through cloud.
Straighten it, tinker with WB and exposure. Play with it.
I suspect there are several pleasing outcomes.
 
I like it as it is but the horizon is very wonky. I think the edits are a little too correct, the blue tone and dark look is atmospheric to me

i think it depends on what time of day he was shooting at if it was at dusk/dawn maybe the blue tone would be more likely to be as it was
