I would imagine that if you are wanting to set power management at device level from C++ there will be a library call somewhere. I have no idea.

If you are wanting me to provide links to the windows source which make these power management decisions then you are out of luck.

heres a long shot and it is a long shot .... maybe a setting in the bios has been changed by accident as some people do accidentaly press f12 or delete when booting

All operating systems power down the external busses after long periods of inactivity. They also do it to save power. The OS knows printers are there, as it knows which port the printer is connected to, and then reconnects that bus when needed.

If you have an external harddrive that's USB, it may spontaneously wake up from it's standby mode. This is the OS testing that something is still connected into that port and the harddrive is still there.

This is annoying, but very useful sometimes.
