Convert to 256 colour

This one may sound a bit odd to some but I am wishing to change photos in to a 256 colour pallet. The problem is most programs fail at this miserably such as photoshop. Can any one recommend the best way to do this?

In photoshop, if you save it with indexed colours, I think you can specify how many colours it uses.
