Converting a series of still to video

I tried a few high-speed bursts with the RX10 IV whilst watching some motocross last weekend and now I'd like to convert them into (short!) videos. A quick google shows me there are plenty of available options to do this but are there any recommended by the folks here? I have Premiere Elements 14 but don't know if it can do this.
 
I also use the excellent Pro Show but it'll be somewhat expensive for a few bursts.

it would be but if it was intended to be used on a regular basis it's about as good as it gets for photo animation / slideshows

iv'e just quickly tried it out and it will do a quick animation without too much fuss but with the little time iv'e played around with the software it seems that once you import an image your pretty much stuck with the full frame there doesn't seem to be a way of zooming in to part of the image but for the purpose you could get round that by editing each image to what you want to see before putting them into the slideshow

the sofware itself looks quite promising for a free version and will output up to 4k video which is nice
 
Thanks, all. I think I'll start with Imagemagick and look at Photostage if necessary as that might have other features of interest.
