Personally CPL - its effects cannot be reproduced in PP, whereas you can use multiple exposures to do roughly the same as a grad.
A CPL also acts as a sort-of gentle ND
I would prob go for the Nd's if it was me, if your doing landscapes etc that you want to blur the water without it blowing the whites in it you wont be able to do it with a cpl.
I found it much easier to get shots i was after using Nd filter rather than doing it pp, if your good with pp it might sway you one way or the other
99% of the time I use no filter and try to get the exposure right so I can add filters in lightroom if needed (not that I do add them often). The other 1% its a polariser but pictures with a polariser have a particular look to them that I'm not keen on so polariser use really is that rare for me
I reckon it depends on what you are shotting really, water scenes, CPL + ND to loose the reflection or shine and slow the water to a blur. Although you could keep the reflection, depends on what you going for.
