I notice that in the photo sharing threads that before some people offer their comments they often say "I'm not qualified to critique", which has me wondering..... at what stage would it be fair to assume that you were qualified to offer critique? The main reason for me asking this is that I'm just starting out in photography (only had my camera 2 weeks) but enjoy browsing through the 'sharing threads' and commenting if I see something that I like, whilst at the same time commenting if i think there are ways that a certain shot might be improved. I'd hate to think that I'm getting a bit in front of myself, critiquing the photographs of people that have years of experience when I have none :)

Don't worry about it and don't be shy. If your comments are constructive, then you're doing a service to the photographer. He/she doesn't have to agree with you, but you can't do any harm and you may do some good.

One constructive suggestion for doing something that might improve a photo is worth a hundred people saying "nice shot".

Sometimes it is easy to see what is wrong with a photo experienced or not that maybe the person who took it can't see so I think it is fair for anyone to critisise a shot, I certainly have no objections. It's not always so simple to advise someone on how to put it right. I think that is maybe why people sometimes add the getout clause of "I'm not qualified to critique".

Cheers chaps .... makes me feel a bit more at ease :D
