I'd guess that during the long exposure the clouds moved but there was no wind at ground level so the grass is rendered sharply, but Ryland will doubtless explain in full :D

I must be learning as that was my presumption :)
 
how do you blur the clouds but keep the grass sharp?
it was total luck ..it was a bit windy and i thought the grass would be blurred but after taking the 60 second exposure i was shocked to find the grass was sharp

Blending two exposures one of the sky and one of the subject taken on a normal shutter speed is the other option.
