I haven't been able to get out and about since I got my Nikon d750 but I have been trying it out inside and I'm wondering if I'm doing something wrong.
If in low light I focus on something on the other side of the room and then set the aperture to the lens' widest aperture I sometimes find that I can then no longer change the aperture using the command wheel. If I wait a moment or press the shutter button to focus on the subject I find the aperture changes ok. I have swapped the control of the aperture on aperture priority from the front sub-command dial to the rear command dial. All a bit strange.
