Dead/stuck pixels that move?

I have a Samsung SyncMaster 245B which is a few years old now. It's driven by my laptop's Intel HD Graphics, HDMI out to DVI in. I thought I had some dead pixels showing, but they seem to move with the video/image that they are rendered on? Any idea what would be causing that?
 
sounds more like signal corruption to me.

i get it on one of my work screens to laptop dock via DVI. the shadow areas sometimes pixelate blue. could be cheap and nasty cable or dodgy dvi-hdmi adapter? or signal interference. or just an underperforming graphics chipset.
 
The HDMI -> DVI cable was a cheap jobby, but even then how does that explain only images/video having that problem? That's the thing confusing me, what could be the problem that discriminates between normal colour and image/video.
 
If it's only on certain video and it's completely consistent, I'd check video drivers and/or codec packs.
