How much money is too much?
I guess it depends exactly what you are using it for but I use my old mans old Velbon CX460 which can be picked up for under £40, comes with quick release head and seems to be ok for my general use shooting birds etc with my 100-400 and 50D.

I bought the Velbon DF-40 for £25 and its great. Its my first so i have nothing to compare it to but its decent quality.

There are better tripods about, but not for that price. That ball head is actually excellent, by any standards
