It's not much faster. But the people whio put that web site together manipulated things to make it seem that way.

The 9 fps bird-in-flight sequence is shot with a fast pan, so the background changes noticeably between frames. The 11 fps surfing sequence features a wave which is evolving gradually. Result: the changes from one frame to another look much smaller on the 11 fps sequence, and you come away with the impression that at "only" 9 fps there's a lot of action happening between the frames that you might be missing.

It would have been far more honest of them to shoot the same sequence with two cameras simultaneously, one at 9 fps and one at 11 fps. But that would just show that there's not much difference.
