Development problem: What is causing this?

Hi all

This keeps happening on seemingly random photos to a varying degree, this is a particularly bad one (ignore the crap shot, test roll)
All I can describe it as, is that the highlights seem to be burnt out - notice the shoulder and hood - it follows the highlights, it is on the negative so not a scanning problem. is it caused by not fixing for long enough?

possible your film is not loaded on developing roll and film could be touching film in develoment tub. Or maybe the film has not been rinsed properly and this is water stains!

I didn't think so to start with, but maybe... When you get this problem, is the last shot on the roll usually unaffected? That'll be in the middle of the spiral, so nothing should be able to obstruct that.
