Been having a play in ps, like you do, and made this happen.

So in your opinion does it work? or shall I start again.

Because the sign is focus, but due to the strong lines above the sign, your eye is lead away from the sign into the mass of out of focus objects. Personally, I don't think this works. I think the railing would need to be in focus, too. Try f/8 instead.
As far as the processing goes, I really like it.

Your eyes are drawn to the out of focus area because of the lead lines,apart from that its good.
