I have a 16-85mm and use it on my D300s, with the lens being a dx lens does this mean that after taking the crop factor in to consideration is it actually 16mm or not?
 
Yes its always 16mm. You just don't get the same view 16mm would give you on a full frame camera. If you have never shot film or full frame i wouldn't worry about it.
 
Like i was trying to explain earlier its still 16mm what ever camera its on. When people bang on about 35mm equiv it just confuses people who have never used 35mm or full frame, this will mean nothing to you. A 16mm FX lens on your camera will look the same as a 16mm dx lens on your camera. If you opened an image in photoshop and cropped the edges of a subject it would give you the look as if you have zoomed in. You still have shot at 16mm but its been cropped. This is all your camera has done. Cropped the middle out of a full frame image, hence the 1.5 or 1.6 crop factor of a aps-c.

The Focal length of a lens is a fundamental characteristic. "35mm equivalents" is only an arbitrary thing. The 35mm format is not the be all and end all anyway, there's MF and LF too, so if you understand the format you are shooting all you need is the actual focal length, not some arbitrary equivalent.

Have you seen the link? What he is saying is, if you know what 16mm or 50mm or whatever focal lenght looks like on your aps-c camera thats all you need to know. Ignore 35mm equiv it doesn't need to concern you.

Yea I get that, I was just out and about and was thinking if I was actually shooting at 16mm or around 24mm as the lens was designed for a crop body.

I feel that a dx lens should say the true focal length you are shooting at on your camera if that's what the lens is designed for.

No i don't think you are getting it. You are shooting at 16mm whether its FX or DX its still 16mm its always 16mm. The mm refers to the optical centre of a lens to the sensor. This distance is the same if its on a aps-c or FF. The sensor is smaller on a aps-c so the field of view is smaller.
