Unfortunately, eBay is unable to force a seller to honour his or her
listings.
In order to discuss this matter with the seller, you can request a
trader's name, phone number, city and county directly from eBay by
following the steps below:
1. Click 'Site Map' on the Navigation Bar located at the top of most
eBay pages.
2. When the Site Map opens, click on 'Search for Members' under
'Search.'
3. Complete the information in the Contact Info box and click on
submit.

If contacting the seller does not solve this problem you should leave
appropriate feedback for them to alert other bidders of his or her past
history. To leave feedback for another member, follow the steps below:
1. Click the "my eBay" link at the top of any eBay page. You may be
asked to log in.
2. From your My eBay page, click the "Feedback" tab, this is located
under the "My Account" section.
3. On the following page, click the "Leave Feedback" button.
4. Lastly, on the following page, click the "Find all transactions in
the last 90 days" button.
You can also access this page by clicking on 'Site Map' link located on
at the top of most eBay pages. When the eBay Site Map page opens, under
'Services,' scroll down until you come to Feedback Forum and click on
the link 'Leave feedback on a member.'
