If buying secondhand equipment from inside the european union on Ebay,is it likely you would pay tax on such, and if so how is it payable?

The EU is a free trade area and you should not expect to pay import tax.

and just for info, if you buy outside of EU you pat VAT and handling charges on the price of the item the sender has put on the declaration sticker. Some senders understate the value massively meaning you pay very little but that is their risk not yours and sometimes the item will go straight through customs and you won't get charged but this is getting much rarer these days.
