Exmouth is chav central pretty much, very run down and full of concrete. If you go up to Exeter and down the other side of the Exe to Dawlish Warren there are some lovely sand dunes and groynes to shoot, and some nice 'seaside village' type shots to be had in Dawlish itself. Exeter has some good sights with the cathedral and Roman remains if you take a walk around. It's a very historic city and there's a lot of old ruins and turn of the century buildings around. There's Topsham (something like 11 pubs all within 1/4 mile of each other ) with some more 'tiny village' shots, right on the estuary too with a couple of hides if bird photography is your thing. If you have a car with you then driving out onto Dartmoor will give you some stunning shots of tors and moorland with the right equipment (mainly an ND grad filter) or down towards Plymouth (again quite a historic city) or any of the coast in between. I live about 20 miles away from Exeter but go to college there and know the area pretty well if you want any more ideas for locations. There's a lot of versatility in the area from coast to landscape to architecture to wildlife depending on what you want to shoot.
Marines around Lympstone, chavs around Exmouth Going down to Exmouth sea front on a sunny day is like watching an episode of Pimp my Ride. Not many abandoned buildings in the area I'm afraid; I went through a phase of wanting to photograph derelict buildings but gave up when I couldn't find anything decent in the area. There was an amazing hospital down by Dawlish but I believe it was recently torn down. There's an abandoned house in Exmouth but I don't know about access as it's in quite a residential area. The Polish Village near Newton Abbot was torn down recently too. Devon County Council seem to make a hobby out of targeting and ruining good derelict sites Google the Derelict Places website, generally a very nice bunch of guys and gals who are all obsessed with documenting abandoned buildings and areas. There might be some info on there about current abandoned buildings in Devon.
If you're looking to do sunsets definitely get yourself down to Dawlish Warren and get some shots over the dunes. The sun doesn't really set over the sea in that area but you should be able to get some good shots. Maybe a little further along towards the estuary you'd get some good photographs too.
