It extends the focal length of the lens attached at the cost of slowing it down, ie a f2.8 would become a f4. Chow much it effects it by depends on the extended.

It also has an effect on the image quality, not just a case of slowing a lens down unfortunately.

Thats quite debateable really - as Nikons TC-20E III seems to be the the bee's shuttlecocks when fitted to some lenses & so doesn't seem to effect the image quality as so to speak...In a way I think that it depends on what lens your really attaching it to...

It can also have an effect on autofocus. On my 400 f5.6 lens with the 1.4 extender I lose autofocus, but on say a 400mm f4 I would still get autofocus with a 1.4 extender but probably lose it with a 2X extender.
As a Canon user you would probably still retain autofocus with the 2X using a series 1 body. I don't know whether this applies to Nikon bodies.

In a way I think that it depends on what lens your really attaching it to...
True, although the majority will have some degradation I've found. Also cheaper extenders = worse performance, same as lenses.
Loss of autofocus on non 1 series Canon bodies after f5.6 too I forgot to mention that.
