FastStone photo resizer

I want to use this software to resize some photos for an AVI.
1. Do I need to sharpen them before resizing or after?
2. Or should I use the sharpen facility in FastStone?
3. If so, what parameters do I need to use for the SHARPEN box and the RADIUS?

Those 3 questions are up to you! Do you know how to use FastStone so you can see the results as you go along before you select the final pic?

I thought that sharpening was always the last step, so after resizing.
