Filters lock together

I am using B+W UV Filters F-Pro mount and B+W Circular Polarising filters, again F-Pro mount. Most of the time, whenever I mount the polariser on top of the UV filter, it locks up and can be a real problem trying to separate the two filters. This problem happens more often than not, even when I have mounted the filter only finger tight. I have already broken one of those plastic filter wrenches trying to separate the filters.

Is there anything I can do to prevent the locking, and is there anything better than thos el-cheapo wrenches to separate them when they do lock up?
 
Sometimes, well most of the time I forget. Does it make that much difference with both filters on?
 
Jim, you are needlessly increasing the risk of lens flare and other image degradation by stacking filters like this.

The UV filter on its own isn't providing anything other than physical protection to the front element, (and there is much debate about the merits of this). If something else is there (the CPL in this case), the UV filter doesn't need to be there at all.
