Yes
I've been using Avid Media Composer at work for years. I think in 1998 an Avid setup would cost around £98 000 but now it's Free! - astonishly good value. Requires a steep learning curve but no more so than Premier.

Great for projects up to H.D. But I think the 4k version is still a paid for version.
But still a great value product from avid.

Davinci resolve is free as well.

I've downloaded it but I just didn't have the range of additional plugins that I have for FCPX. It does look amazing though.

Just been trying the free option and very impressed, compares favourably with my old version of Premiere.
More than enough for most amateur users.
It seems to render faster even at 4k too.
The interface is a much less cluttered and more modern layout than premiere.
