Coming from a compact camera, where if the camera felt flash was needed, it would pop up the flash unit, to this, where you pop up the flash unit yourself, I'm a bit baffled when you're supposed to do it.

The manual doesn't say, the viewfinder doesn't give a 'maybe flash would be good' icon

Do I just pop it up when I think it needs it, and if it does the camera will fire it??
 
Use it when you think you need it.
Try some test shots in a badly lit room or outside under trees. It doesn't cost anything :)
The more you practice the better.
 
On the HS30, a red hand icon appears in the VF when it thinks the shutter speed's too low to hand hold - a clue as to the need for either a higher ISO or (if the subject's close enough) a burst of flash.
