full frame vs aps-c effect ISO?

This one could be a daft question. I understand that if I take a 50mm f1.4 lens the image will effectively be zoomed in more on a aps-c camera over a full frame. So you would have to use a ~30-35mm lens to get effectively the same image. But as the full frame sensor is larger and utilises more light that is taken in by the lens would that make a full frame at say ISO 400 actually be effectively greater than a aps-c camera at the same set ISO number? For example could the full frame camera run a lower ISO for the same shutter speed? Or have I got totally the wrong end of the stick?

I think you've the wrong end of the stick. Shutter speed will stay the same for a given ISO and F stop regardless of full frame or crop. WHere full frame will do better usually is in reaching higher iso's
 
Ah I see thanks boyfalldown :) the ISO number must be a calibrated number so constant regardless.
