I'm not sure if it's lens flaring from the streetlights or not...
 
Do you have one of those useless UV / protection filters on? Chances are thats the cause, refracting light back off the sensor and back again.

It's lens flare from those very bright lights shining directly into your lens. Same number of green lights as 'street' lights.

Think Vaughan is spot on here.
Since the light from the floodlights is aimed directly at the lens there is no way of avoiding the flare here. Only fix would be to place some sort of shading in front of lens to block it out.
