As JD said - Macau. Been there. I was the first tourist to arrive after the SARS all clear was given in 2003. The taxi driver at the ferry dock who offered me a city tour was like a dog with 2 tails and almost in tears now that the tourist trade was returning.

Macau wasn't that badly affected at all in terms of number of confirmed SARS cases, but it's more like a collateral damage from HK at the time, because most tourists come to visit with main destinations such as HK and the bordering mainland cities.
