Having previously had a dog with hip problems I'd love to know a little more about the situation.

Not sure about this. I've had dogs in my life for as long as I can remember and have had to make difficult decisions too many times. In my opinion it is quality of life not quantity of life. If the dog is happy and coping with this way of life then that is fine, but if the owner is just putting off the inevitable it is not.
This is just my opinion. I do not wish to cause offense, I truly hope the dog is happy.
