A budget would help. Also what type of photography are you into for some lens recommendation(s).

Best advice... is go to you local camera shop and try out a few camera body's, canon, sony, nikon, pentax, olympus all make reasonable good camera's for the beginner.

Yes agree with previous post, you will need to give a budget for people to suggest options. Go to your local camera shop [but don't buy anything just yet], have a feel and a play with anything and everything then come back on here with your questions!!
My only suggestion would be to look at DSLR's rather than point and shoots. If you want to learn about photography this is the way.......

same position as you about 3months ago - decided on a Nikon D40

lots good s/h bargains here with kit lens ( that's the one it was sold with)
[usually a 18 -55mm) for about £150

then later you add a used zoom say 55-200mm for £100 or £130ish with VR [Nikons term for Vibration Reduction]

the only drawback is the D40 needs to have the focusing motor in the lens so choice is a little limited - but so what if we're just starting ?

to put the motor in the camera you need to move up in price

if you dont want interchangeable lenses - buy a bridge camera like this fuji....."here"......................good luck
