Help please producing an enlarged print with a white border - now sorted

I'm hoping you can help as I'm struggling getting output ready to print

I have a team photo image that needs to be printed 36" x 24" including a white border. The actual image needs to be 32" x 19" and positioned so that the overall print has a 2" white border at the top and sides and a 3" border at the bottom.

I will want to have the names of the team on this bottom part of the border in the normal style

Because of the slightly less than 3:2 ratio I will need to crop a bit off the image top and bottom before resizing.

I have Perfect Photo Suite 7 that includes Perfect Resize.

I'm a bit stuck as to the workflow order to produce what I need. What is the best order to do the following tasks?

normal post processing, saturation, contrast, levels etc
sharpening
resizing in Perfect Resize
add a canvas size 36" x 24"
Putting the team names on the bottom border
manoever the image on to the canvas to give the borders as above as it wont be exactly central

I dont know how to do the manoevering bit either :bonk: and I dont know if I've missed something else in this workflow due to my lack of knowledge

Please can you point me in the right direction? Thanks in advance for any help
