The focal length won't change of the lens, but the effective field of view will. Multipl the fl by the crop factor, so 300 x 1.6 = 480 efl. Multiply by 1.4 for the extender.

Yes, but FL of the doesn't change the 7d just crops it.
Multiply it by 1.6 for the 35mm equivalent field of view.

Min aperture of the lens will also change with the t/c, so it goes from f4 to f5.6

...and it's touch and go if it would still AF?

If it's the Canon 300mm F4 L lens, then it will as Rich says go from F4 to 5.6 and it will still AF, it's what I used to have and with the Canon mkIII 1.4TC, I didn't really notice much of a drop in IQ or AF speed - in good sunny conditions though is when I used it this set up...
