Help with Exposure Compensation adjustment 650D

Hi all,

Looking for advice as to what I'm doing wrong,
I have a Canon 650D and have been trying to get know all the controls and settings whilst experimenting with photos to see what the settings do.
I have attempted to set the exposure compensation feature whilst in Creative Zone modes noting you can set the exposure compensation up to ±5 stops in 1/3-stop increments.

When I hold down the AV +/- button and use the dial, the only thing that is adjusted is the aperture.
According to the manual, it should move the exposure compensation setting either left (darker) or right (brighter) of '0' but this setting remains central at '0'

The only way I can access this is via the Q button and only then it only allows adjustment in the AEB bracket feature and the option to adjust the exposure compensation is not highlighted.

Any ideas please
