How to send a repair file to a post

I have a file downloaded of the web that repairs windows 7 start up problems. It is sitting in a folder on my desktop. When I click upload file it does not open the file. How can I get this file to other post?
 
Thanks Pete I struggled to find it but managed to and it is now posted.
