I need to build a website .. help!

I'm considering creating a web site (not photography) that should allow users to upload low res. photos and reviews etc. this would have to be in a structured format.
The site will need to allow any user to add additional content to each subject and be able to create new subjects. I will also need to add Google maps to each subject / location. I would also like to have some discussion / forum board that could be linked to each subject :)

What I'm hoping you can help with is .... Can this be done with readily available packages such as wordpress et al? or would I need to create this from scratch?

I'm fairly confident with software of about 8 years ago such as C++, Visual studio, asp, css etc ;) Have things changed much :D

Seriously though .. the simpler the better :cool: Any suggestions appreciated
 
If you really want it forum based then go for vbulletin or phpbb. don't really know much about vbulletin but phpbb has a pretty big community with plenty of mods that you can do to get what you want.

The forum bit is not really essential to start with but could become useful if the site gets established.

Perhaps a link to another site that has a similar structure may help explain what I'm trying to do :) I'll see if I can find something and post a link!

you also need to consider moderation and the like. Ought to be pretty easy with something like Joomla + ACL type components
